For nearly 20 years, PEF has quietly gone about its work providing private support for Hamilton County’s public education system with emphasis on “quietly.” PEF was heralded in education circles around the country as a pioneer in the work, but Chattanoogans knew much less about them. KCRW, working in partnership with Neathawk, Dubuque & Packett worked with the PEF staff and board to craft a strategy for communicating PEF’s mission and the significant results it had helped make happen in the local schools.
